Deceit and propaganda a inseperable. A community in which the leader and his followers come to terms through propaganda — whatever the merits of its content — is a community of lies. Truth itself becomes merely a means of enlisting support and is falsified in the very utterance. This is why genuine resistance knows no propaganda. Propaganda is misanthropic. It assumes that to say that policy ought to spring from mutual understanding is not a basic principle but conveniently empty phraseology.

In a society that prudently sets limits to the threat of superfluity, suspicion attaches to whatever one person recommends to another. The warning against commercial advertising — namely, that no business ever gives anything away — applies everywhere, and particularly to the modern fusion of industrial and political interests. The louder the boasts, the poorer the quality. The publicity on which the Volkswagen depends is different to that for the Rolls Royce. Producer and consumer interests are not brought into line, even where the former has something serious to offer. Propaganda for freedom itself can be a source of confusion in that it must bridge the gap between theory and the special interests of its audience. The workers’ leaders defeated in Germany were robbed even of the truth of their own action by Facism, which undermined solidarity through its choice of a method of retaliation. If intellectuals are tortured to death in prison camps, the workers outside do not have to be worse off. Facism did not mean the same thing to Ossietzky as to the proletariat. But both were betrayed by it.

It is not the portrayal of reality as hell on earth but the slick challenge to break out of it that is suspect. If there is anyone today to whom we can pass the responsibility for the message, we bequeath it not to the “masses”, and not to the individual (who is powerless), but to an imaginary witness — lest it perish with us.[1]
